Leo Liu现任悉尼科技大学金融学助理教授。主要研究方向为创新与创业，近期关注企业信息披露、人工智能创新的影响与决定因素。研究成果发表于Journal of Financial Economics等顶级期刊，并在AEA、AFA、NBER、SFS Cavalcade North America、EFA、CICF等国际权威学术ng28南宫国际app议上报告。

内容提要：

Governments have developed policies and increased investment in AI technology, recognizing its potential as a future engine of economic growth. In this study, we construct two novel datasets of global AI patents and AI innovation policies across 42 countries, to examine, for the first time, the effect of these policies on the productivity of AI scientists. We find that these "mission-oriented'' innovation policies are effective in incentivizing scientists to pursue more risky and exploratory AI inventions that the private sector may be unwilling to undertake. While such projects are essential for successful breakthroughs, we find that short-term productivity (measured by the quantity and average quality of innovations) decreases in the post-policy period. This pattern is consistent with the J-curve dynamics commonly observed during the transition to a new innovation paradigm. Our results highlight the transitional risks associated with targeted government support for innovation, as well as evidence that it incentivizes more novel projects with long-run technological potential.
